We are the employer of the people we place with you and carry the employer's duties: collective agreement, pay, insurance, occupational health, working-time records and right-to-work checks. For every worker assigned to your site you see which requirements apply, what proves them and when they expire, what is still open and who at Gene-Works is responsible. On a request from the occupational safety authority (työsuojelu, formerly AVI) we assemble the file for your people and period within one working day — with a list of anything it does not yet contain. Our price structure is open: TES rate, supplements, employer contributions, housing and transport, our fee.

In staff leasing the collective agreement of the user company applies where the leasing company has none (Employment Contracts Act 55/2001, chapter 2, section 9). Our workers are employed in Finland by a Finnish company; the posted-workers regime (Act 447/2016) is not triggered by our own employment — we confirm this in the written agreement for each assignment.

Documents under the Contractor's Liability Act (1233/2006)

Before signing with us you are required to obtain seven items: registration in the prepayment, employer and VAT registers; trade-register extract; tax-debt certificate; TyEL insurance and payment of contributions; the collective agreement we apply; occupational health care arrangement; and, in construction, statutory accident insurance. We add liability insurance because clients ask for it.

The obligation applies to staff leasing when the work exceeds 10 working days in total and to subcontracting from 9 000 € excluding VAT. Documents must be no older than 3 months and kept for 2 years. The negligence fee is 2 440–24 420 €, increased 24 420–79 380 € (Decree 504/2024, from 1 September 2024). The most common cause of a fee is receiving the documents after signing, or not keeping them (tyosuojelu.fi, 7 April 2025).

All workers are employed by Gene-Works Oy and insured in Finland (TyEL, statutory accident insurance). We do not publish the certificates on the site — you request the package by the button below and it arrives with date and version, so you have proof of when you obtained it. We apply the same rule to our own subcontractors: the same package before signing.

Open price structure — six elements you see for every paid hour

  1. Collective-agreement rate

    The pay group and hourly rate under the applicable agreement, by name and date of validity.

  2. Supplements

    Evening, night, qualification and foreman supplements as the agreement defines them.

  3. Employer contributions

    Statutory employer contributions and insurance on top of gross pay.

  4. Holiday pay and separate pay components

  5. Housing, transport, relocation, training

    Priced as separate lines, at cost basis stated in the agreement — never offset against the worker's pay.

Why we price this way

An open structure removes the incentive to underpay: you see that the worker is paid under the agreement, and the worker sees where the client's hour goes. Public procurement in Finland already uses this model for staff leasing (framework agreement Hansel / StaffPoint, 1 March 2023 – 28 February 2027). The Court of Justice of the EU has confirmed that housing and meals may not be counted towards a worker's minimum pay (case C-396/13, 12 February 2015) — we never do.

The client view — what you will see for every assigned worker

The unit is "person + task + site + period". For each you see the requirements that apply (law, collective agreement, insurer, site rules — kept separate), the document that proves each one, its expiry date, open items and the person at Gene-Works responsible for closing them. Statuses are colour-coded, and each carries its basis, source, date and who verified it.

Pay statuses run from calculated to approved, payment sent, payment confirmed — so you know the people on your site are paid under the agreement, not just promised it. Exceptions are visible to you and to us at the same time, with a deadline for the fix.

One button assembles the file for the occupational safety authority (työsuojelu, formerly AVI) for your people and period within one working day — contracts and terms, collective agreement and classification, working-time records, payslips, right-to-work basis, tilaajavastuu documents, insurance, occupational health, induction records — with a list of anything it does not yet contain.

What you will not see, by law (Act on the Protection of Privacy in Working Life 759/2004): a worker's tax card, bank account, net pay, garnishments, health data or a library of passport scans. You see agreed rates and verified statuses, not the worker's private data.

Our promise — in the words we can keep

Not "you have nothing to worry about". This: for every worker assigned to your site there is verified evidence, a list of known exceptions and a named person responsible for closing them. We reply within one working day.

Where we draw the line

We supply people and teams under your licence and supervision; we do not take electrical installation contracts in our own name. We do not mobilise people without a confirmed order. We never charge a worker a fee, a deposit or a "service charge", and we never hold passports. We do not place general labourers from outside the EU.

Questions clients ask us

Do your electricians need a Finnish S1/S2 qualification?

No — the responsible electrical supervisor (sähkötöiden johtaja) is required of the electrical contractor, not of each installer. In staff leasing our installers work under your supervisor and licence. If you need us to take a package as our own contract, we say so openly: that requires our own S1/S2, and we do not offer it.

Which collective agreement do you apply?

The one that applies to the work at the user company — the electrical contracting agreement for electrical contractors, the building services agreement for pipework, ventilation and sprinklers, the construction agreement for shell works — named in the written offer with the pay group and rate.

Are your workers posted workers?

Our workers are employed by a Finnish company under Finnish law and Finnish collective agreements. The posted-workers regime (Act 447/2016) applies to foreign employers sending workers to Finland, which is not our model. We confirm the arrangement in writing for each assignment.

How fast can people be on site?

For trades we have in the pool with the right to work in the EU: from the confirmed order, the binding items are the tax number (1–10 working days after a Vero appointment) and card delivery; installers are typically on site 1–3 weeks after arrival. Non-EU hires need a residence permit for an employed person and are started only against a confirmed order.
